St. Paul woman indicted for injuring federal law enforcement officer during Minneapolis incident

A federal grand jury in Minnesota has indicted Claire Louise Feng, 27, of St. Paul for allegedly causing bodily injury to a Homeland Security Investigations (HSI) special agent during an incident on January 24, 2026. The announcement was made by United States Attorney Daniel N. Rosen.

According to court documents, officers from Customs and Border Protection (CBP) and HSI were securing an area near Nicollet Avenue between 27th and 28th Streets in Minneapolis after an officer-involved shooting. During the operation, a CBP officer tried to arrest a person who had thrown a chemical canister at federal law enforcement officers. At that moment, Feng reportedly tackled the CBP officer.

In response, an HSI special agent intervened and took Feng to the ground. As the agent attempted to gain control over her, “she forcibly bit his right ring finger, severing the tip of his right ring finger, leaving the bone exposed,” according to the press release.

The Department of Homeland Security’s Immigration and Customs Enforcement division is investigating the case.

Authorities noted that “an indictment is only a charge and is not evidence of guilt. The defendant is presumed innocent.”
