Mexican citizen charged for assaulting federal officer during immigration arrest

Roberto Carlos Munoz-Guatemala, a 39-year-old Mexican citizen, has been charged with assaulting a federal officer with a dangerous weapon, resulting in bodily injury. Acting U.S. Attorney Joseph H. Thompson announced the charges.

Court documents reveal that Munoz was convicted of Fourth-Degree Criminal Sexual Conduct after being charged in December 2022 for repeatedly sexually abusing a minor victim. On June 17, 2025, federal agencies attempted to arrest Munoz due to his illegal status in the United States. During a traffic stop by officers identified as “POLICE,” Munoz refused to comply with commands to lower his windows and open the door.

When officers broke a car window using a spring-loaded punch, Munoz put the vehicle in drive while an ERO Officer’s arm was inside. The officer was dragged approximately 100 yards as Munoz drove at high speed before being knocked free when Munoz reentered the street from the curb.

The injured officer received treatment for significant cuts requiring stitches and abrasions on various parts of his body.

Acting U.S. Attorney Joseph H. Thompson stated, “Law enforcement officers deserve our respect, our gratitude, and our protection.” He added that the injuries sustained by the officer were severe but could have been worse.

Special Agent in Charge Alvin M. Winston Sr. of FBI Minneapolis remarked on Munoz’s lack of legal right to be in the country and emphasized that resisting lawful immigration arrests will not be tolerated.

Peter Berg, ICE ERO Field Office Director for St. Paul, described it as “a brazen and cowardly act” by someone who disregards U.S. laws.

The case is under investigation by the FBI, ERO, and HSI with Assistant U.S. Attorney Raphael B. Coburn prosecuting.

It was clarified that an earlier version of this release incorrectly identified Munoz-Guatemala as a Guatemalan citizen; he is Mexican.

Munoz is presumed innocent until proven guilty beyond reasonable doubt in court.
