Guatemalan man charged after alleged assault on federal officer

Roberto Carlos Munoz, a 39-year-old Guatemalan citizen, faces federal charges for assaulting a federal officer with a deadly weapon, causing bodily injury. Acting U.S. Attorney Joseph H. Thompson announced the charges.

Court documents reveal that in December 2022, Munoz was charged with sexually abusing a minor and later convicted of Fourth-Degree Criminal Sexual Conduct, a felony. Immigration and Customs Enforcement (ICE) issued a detainer for Munoz during his arrest for sexual abuse, but local authorities did not honor it, leading to his release.

On June 17, 2025, multiple federal agencies attempted to arrest Munoz due to his illegal status in the United States. Officers stopped him during a traffic stop but he refused to comply with their commands. An ERO Officer broke the car’s rear window using a spring-loaded punch to unlock the door when Munoz put the vehicle in drive and accelerated with the officer’s arm caught inside.

Munoz drove onto the curb at high speed while dragging the officer approximately 100 yards before reentering the street where the force knocked the officer free from the car. The injured officer required medical treatment for significant cuts and abrasions sustained during this incident.

Acting U.S. Attorney Joseph H. Thompson stated: “Law enforcement officers deserve our respect, our gratitude, and our protection…The injuries the officer sustained were severe but could have been so much worse.”

Special Agent in Charge Alvin M. Winston Sr. of FBI Minneapolis commented on Munoz’s actions: “Instead of complying with a lawful immigration arrest, he chose to violently resist — dragging a deportation officer with his vehicle.”

Peter Berg, ICE ERO Field Office Director for St. Paul remarked: “This was a brazen and cowardly act by a criminal illegal alien who has complete disregard for the laws of our country.”

The investigation involved cooperation between FBI, ERO, and HSI agencies. Assistant U.S. Attorney Raphael B. Coburn is prosecuting this case.

A complaint remains an allegation until proven guilty beyond reasonable doubt in court.
